Luis Quinonez is one of California’s foremost public policy and public affairs experts with a proven track record of forming broad coalitions and delivering forward-thinking solutions which has produced many policy successes in areas ranging from transportation, insurance, energy, climate change, education, housing, and health care.

Combining relationship-building, narrative creation, and concise advocacy, Luis has produced powerful and positive results in high profile debates for California and the nation.  Some of these debates include:  climate change, economic development, health care, income inequality, and insurance requirements for transportation network companies.

Prior to his role with Senator Caballero, Luis led Res Publica Group’s public affairs practice on the West Coast and prior to Res Publica, Luis led U.S. State Government Affairs for eBay.  In this role, he created and implemented political, legislative, and public affairs strategies to enhance and protect eBay’s marketplace of buyers and sellers.  Luis has also served as Chief of Staff in the California State Assembly for former Assemblywoman Susan Bonilla (East Bay, CA) and Assemblywoman Autumn Burke (Los Angeles, CA).

Luis earned his Bachelor of Arts degree in Politics and Masters of Science in Public Administration from the University of San Francisco.  He serves his community in a variety of volunteer roles and lives in the Sacramento region with his family.
