Joy Buenaflor is the Deputy Director of Transit and Rail Programs at the San Bernardino County Transportation Authority (SBCTA), where she is responsible for the delivery of capital projects. She currently serves as the Project Manager for the Zero Emission Multiple Unit Project, the first compliant hydrogen passenger rail in North America. Joy joined SBCTA in August of 2022 after 6 years working with the agency as extension of staff. Joy has a diverse background in program/project management, contract administration and grant funding, having worked in both the public and private sectors for more than 23 years delivering highways and transit and rail programs. Joy has a degree in finance and holds a Master’s in business administration.
